Technophilie, technofolie : Les technologies invisibles au cœur du débat !

Les principaux enjeux liés à l’essor des nanotechnologies résident dans la difficulté à contrôler ce qui ne se voit pas et dans la juste perception des risques qu’elles présentent notamment en termes de traçabilité des personnes et de respect de la vie privée.

Comment être informé de l’existence, de l’objet et des effets d’une technologie invisible et dispersée ?

Comment assurer que le développement de ces technologies ne se fera pas au prix d’une « hyper-traçabilité » des personnes remettant en question leur liberté d’aller et venir ? Car cette liberté n’existe pas si l’anonymat n’est pas garanti.

Plus grave encore, les applications nanotechnologiques pourraient à terme entraîner une modification profonde des comportements individuels. Les personnes, se sachant potentiellement tracées, écoutées et observées à tout instant, ne risquent-elles pas de s’auto-formater selon une norme sociale imposée de fait par la société de surveillance ? Il s’agirait alors d’un véritable « clonage mental » ! Comme elle a su le faire pour le clonage humain. Jouant un rôle d’alerte et de conseil, la CNIL a fondamentalement pour mission de veiller à ce que le développement des nouvelles technologies ne porte atteinte ni à l’identité humaine ni aux droits de l’homme. Dès lors, notre société ne doit-elle pas s’interroger sur la réglementation voire l’interdiction de certaines applications des nanotechnologies dans le domaine des systèmes d’information et de communication ?

Il faut également promouvoir le fait que c’est lors de la conception même des systèmes que des garanties doivent être apportées pour protéger nos libertés. 
Un grand débat public national va être organisé à l’automne sur les nanos sous la forme de réunions publiques organisées dans plusieurs grandes villes et de forums de discussion. La CNIL va y participer activement pour sensibiliser les personnes et les pouvoirs publics aux risques que ces technologies comportent afin que la société mette en place toutes les garanties nécessaires pour en assurer un développement responsable.
